If he deemed that your PayPal is not safe and has a high risk of disputing the payment, he has the right to decline you as a customer. At the moment he is the only one taking PayPal so you'll have to find a friend who is willing to help you. There is no point in doing whatever expose, it's just a simple business dealing.
